After climbing into the lead with both of his flyers in the first part of the session, Gasly lowered his own benchmark by three tenths in the dying stages with a time of 1m31.199s.
He set the fastest second sector in his final effort and, although he eventually did not improve with that lap, he ended up staying in first as teammate Antonio Giovinazzi fell just 0.054s short.
Behind the Prema duo, Russian Time's Artem Markelov and Rapax's Arthur Pic will share the second row, the latter recovering from being impeded by Alex Lynn on the first lap of his second stint.
Mitch Evans secured his best starting position since Monaco in fifth, narrowly edging out British duo Jordan King and Lynn.
Nabil Jeffri claimed his top qualifying result in eighth, as title contender Sergey Sirotkin could only take ninth.
Norman Nato completed the top 10, beating Luca Ghiotto and Oliver Rowland by one and two hundredths respectively.
